Documentation has been passed to our hands from an Elected County Commissioner showing proof that the Red River County Sheriff's Department under Sheriff Terry Reeds control, overspent the Sheriff's Department 2007 budget by . We think that is approximately 25% above what was allowed in the 2007 budget for the S.O. . As soon as the document is placed into my possession, it will be posted. The document shows that the Commissioners Court may have approved the overage to be placed into the 2008 budget as a deficit, after the budget was originally approved. At this time, there are no minutes of the Commissioners Court that shows this approval, but the document is either a work in progress by the commissioners court, or they have once again broken the law by not conforming to the Open Meetings Act. Check back to this location to see the document. It will be posted as soon as I receive it. Either way, the overspending of the S.O. 2007 Budget is a True and Correct Statement as shown by this document |

I was born and raised here like most folks. I have never felt comfortable with our law enforcement. It is scary to know what they could do to you if they knew you well enough. I go to the lake here in town with my grandchildren and they appear out of nowhere and scare my grandkids half to death. It is not the same as riding in Paris Tx. There you feel safe doing your business and coming home to this god awful place. It is sad, very sad. What can you say?

It is sad! Law Enforcement and Justice in Red River County is scary. I know a few people close enough here that we talk about how it feels to leave Red River County to do business, and when you cross over the county line coming back your skin crawls. It's the evil in the county that is doing this. This place is so bad, and it's not just the law enforcement. It is because our law enforcement, justice system, and government officials are corrupt. There are a lot of corrupt, bad people who live in this county, because they are in bed with the government and justice system, to promote the evil. It is the combination of the two that gives you the feeling of dread coming back. The corrupt ones don't feel it because they are evil and corrupt.
You know there is evil here when they glorify a hanging tree, and even put a plaque on it to glorify the last hanging. Killing of any sort should never be glorified, even if it is to stop evil. It is a sad thing, even if it is part of history. We should not forget, but we should also not glorify what was done, and should state it as such.
I know that when I go to Paris, or Texarkana, or anywhere outside this county I feel safe, and like I am in civilization. I am not saying that the other places don't have evil, cause they do. The difference between those places and Red River County is that they attempt to control the evil by laws, and justice that the innocent don't have to fear. Here, they will convict the innocent people, to further their evil. They will persecute and prosecute someone for something they did not do rather than taking the time to investigate and do what is right. This leads to the innocent being prosecuted, because the system has been short circuited.
I am investigating the closing of the Wal*Mart to write an editorial. You won't believe what was happening...... yes you will!
This place is a cesspool of evil and corruption, and the honest citizens need to understand that this website, and those of us attempting to expose all of the evil can't do much about it until they step up and take some responsibility. Evil, and Corruption cannot be defeated by one or two or three. It takes all of the honesty you can muster to defeat it. I don't know what is going to happen in this last struggle, but if more will get into the battle, it will be defeated. It is on the run, but that doesn't mean it can't all of a sudden turn around and bite us on the butt. I have had my shots though, and should be immune..... HA!!
P.S. I have been told that the RR County Jail is in lockdown, and has been since the 16th when the fight occurred. It really is a sad day when even inmates inside the jail can't count on Sheriff Reed to provide personnel, and read grievances to place prisoners in protective custody to insure some protection. If the Sheriff can't provide security and safety inside his own jail, how does he expect to provide it to the citizens on the outside. As a well known attorney I know says, "Sue The Bastards!" |

If there is a fight in the jail, the jailers should have been able to contain it on their own. W hen I worked there I was trained on " using the taser shield to stop a fight. It seems that he (the Sheriff) forgets he is mandated to have a certain amount of jailers per prisoner not only by The Texas Commission on Jail Standards but by the agreement he has with the Feds for housing their inmates. If he doesn't have jailers that can handle a situation in the jail...then perhaps he needs to find some that can. You don't see the correction officers at the Teleford Unit calling the Bowie County Sheriff's Office every time two guys start fighting. Why?, because they are properly trained.
And... I would like to know, how many of their (RRCSO) jailers are actually certified jailers? Not just jailers who are working with a temporary license because they haven't been to school yet. I would be willing to bet that this information is public record also.
If the Sheriff would quit worrying about glorifying his department with play pretties like AR15's, and swat teams, and worry about running his dept according to standard these type of incidents would not occur. These fights happen more frequently than you think. Two guys start fighting in a dorm and what do they (Jailers) do? They call for police or deputies to come in to stop it.
Just a thought--- Did this inmate who was injured tell a jailer that there was a problem in the dorm, or put it in a grievance? Many times an inmate will alert you if he fears for his safety*
So, how long did it take for the police and deputies to respond? People, you need to know this---this is public record. All you have to do is go to the Sheriff's Dept and put in an open records request for that information. It is in the "radio log"--and it should be in what is called "the activity sheet". Also, the on duty jailers should have written a incident report and the deputies should have done an offense report.
These things are lawsuits waiting to happen!!! Does the county need another lawsuit???
I know if this was my family member taken to the Emergency Room or Care flighted out--- I would be the first one in line the next day waiting to see an attorney to sue the hell out of them for not protecting my loved one. After all---it is the Sheriff --who is the custodian of every inmate in that jail, and he is responsible for everything ---and no matter what---he is responsible for anything that anyone in his employ does.
Do the Taxpayers know that it is they who are responsible for all the medical expenses incurred by an inmate??? And.... don't let them fool you by saying that they aren't----just check your case law for the answer. But, then again, we are the fools who end up with our taxes raised to pay for these things aren't we?

About 22:30 tonight, 3 Clarksville Police Officers responded to the County Jail due to a fight in progress. Two deputies responded with a third on the way. It was heard on the radio that they needed to step it up, because they were needed.
I wonder how many jailers were on duty, if any? I hope that it was not just a dispatcher. The public does not hear about these sorts of things happening, and usually I don't post when I hear about one, but it is about time that people know that these things occur, and are occurring more frequently. If the Sheriff does not put more jailers on duty, someone (jailer, dispatcher, or inmate) is going to end up seriously injured or dead.
After all was said and done, 7 badges were called into the jail, 4 deputies and 3 City of Clarksville Officers. The disturbance was over, and the officers were coming out approximately 55 minutes later. Shortly after that, a prisoner was transported to the ETMC by a deputy. It was not long after the deputy and the inmate arrived at ETMC, fireman were called out to clear the pad for a helicopter to land. We do not know if the helicopter was called for the prisoner or someone else, but most likely with no other emergencies happening, the helicopter was called for the inmate. If it was called in for the inmate, the injuries were most likely extremely serious.
Sheriff Terry Reed and Chief Deputy Larry Spangler were never seen at the County Jail during the altercation. Isn't it convenient that the Sheriff and Chief Deputy are never around when they are really needed.
I wonder where their "SWAT" team was while all this was going on!! Besides that, do any of you believe that a real "SWAT" team could be trained in 40 hours or less. Come on guys....... that might be a start, but I think you are blowing smoke again if you expect smart people to believe that load of crap!
